摘要
从和谐论的视野,分析了我国水资源开发利用过程中存在的问题,并提出水资源开发利用方略。在水资源开发利用过程中,"和谐参与者"之间要加强合作,以"实施最严格的水资源管理制度,保障水资源可持续利用"为和谐目标,按照"建立水权制度和水市场,实现水资源优化配置"的和谐规则,考虑"节流优先、保护同步"等和谐因素,实施"供需管理并重,需水管理为主"的和谐行为,实现人—水—环境的和谐共处与协调发展。
The problems of development and utilization of water resources in our country were analyzed,and the strategies were put forward according to the harmony theory.In the process of development and utilization of water resources,the harmony participators should strengthen cooperation.＂The most stringent water management system to ensure water resources sustainable utilization＂ was for the harmony objective,according to the harmony regulation of ＂establishing the water rights system and water markets to orealize the optimal allocation of water resources＂,considering the harmony factors as ＂watersaving priority and protection at the same time＂,the harmony action of ＂equal stress on supply and demand management and taking water-demand management as the principal thing.Then,human being,water and enviroment will be in harmony.
