边境民族地区农民增收的难点与对策探析——以滇东南为例

Difficulties and Countermeasures in Increasing the Farmers' Income in Border Ethnic Regions

促农增收是新农村建设的关键,也是破解"三农"问题的难点和着力点之所在。持续促进农民增收必须要有产业支撑,而在边境民族地区,产业基础薄弱、潜在资源得不到有效开发、乡镇企业发展滞后等诸多难点加大了促农增收的难度,需要加大扶持开发力度,狠抓招商引资,推广现代农业,发展特色产业,开发边境贸易和旅游业,构建促农增收产业支撑体系和发展劳务经济,才能全面提高农民收入。

Urging peasants to increase their income is the key to new rural construction and the difficulty of the ＂three rural＂ issues.Farmers＇ income increasing must have industry support.But in border ethnic regions,the weak industrial base,not fully exploited and effectively developed potential resources and undeveloped township enterprises increase the difficulties in promoting the farmers＇ income.We need to intensify our efforts to support the development,put great importance in investment promotion,promote modern agriculture,develop speciality industries,develop border trade and tourism,build industry support systems and develop services economy.Only through these ways can the farmers＇ income.be completely improved.
