目前监狱管理中罪犯漏罪问题越来越突出,罪犯漏罪的存在影响了刑罚目的的实现,同时严重影响监狱安全。在监管实践中,除了罪犯漏罪管辖冲突较为突出外,漏罪的侦查存在诸多问题。罪犯漏罪侦查必须实现罪犯漏罪立案侦查的必然性,罪犯漏罪侦查协作的有效性,罪犯漏罪侦查的效益最佳性。
