摘要
作为我国城市住房保障体系的后起之秀,公共租赁住房在准入门槛、保障模式、运营方式、房源适配性等诸多方面对现有住房保障制度进行了机制再造。但它在运行过程中也存在一些突出问题,如前期准备不充分、缺乏法律保障、准入把关不严、退出机制不健全等,使得其住房保障作用难以有效发挥。为提升该制度对城市中低收入住房困难群体的保障作用,我们应当通过健全机制和创新制度,消解该制度运行过程中存在的不足之处,大力推进公共租赁住房保障制度的发展。
As a new comer,the public-rent housing system reconstructs the urban housing security system in entrance standards,security model,operating regulation,housing suitable and so on.And it encounters some real difficulties,including lack of basic information,short of legal preservation,disorder in entrance mechanics,deficiency in withdraw model and so on.In order to efficiently resolve the housing issue of medium and low-income residents,we should innovate the housing institution,and promote the urban public-rent housing system.
