常规铁路旅客票价体系改进的探讨

Study on Improvement of Common Railway Passenger Fare System

铁路旅客票价的高低是影响运量的重要因素,也是影响铁路企业效益的重要因素。我国铁路旅客票价体系虽经几次调整,但仍存在诸多不合理之处,需进行改进。在分析目前普通铁路旅客票价存在旅客票价体系不完善、常规铁路票价偏低、新型空调车"提速不提价"、票价计算时有座和无座票价相同等问题后,提出了明确铁路行业所属及成本监审、新空调列车"提速提价"、实行季节运价、实行区域运价、精品列车票价适当上浮,以及增加座位票等措施及建议。

Level of railway passenger fare is an important factor affecting traffic and effectiveness of railway companies. Despite of several adjustments to China＇s railway passenger fare system, but there are still many unreasonable existing in need of improvement. This paper point out that the existence passenger fare system is imperfect, common rail fares are low, new air-conditioned car is ＂Speed does not raise prices,＂ seat and no seat fares are the same when calculating the fares and so on. Making railway＇s attribute clear and supervising the cost, new air-conditioned train is ＂Speed increase price ＂, implementation of seasonal tariffs, implementation of regional tariffs, appropriate fares of fine train goes up, increasing seat tickets and other measures and proposals are provided.
