国民经济可持续发展必须要科学解决如何测算经济发展的环境承载力问题。本文以构建和模拟"绿色经济体系"的理论和方法研究为基础,认为"绿色经济体系"的GDP既是可持续发展意义下的"绿色GDP",又是国民经济发展环境承载能力的产出阈值,对政府部门制定国民经济可持续发展政策具有重要意义,为"环境经济综合核算体系"的建立和完善提供了新的思路,同时为资源产品价格和税收政策的制定提供了理论依据。

One of the scientific problems in sustainable economic development is how to measure the environmental carrying capacity. Theories and methods of Green Economic System are studied in this article. It is held that ＂the GDP＂ related to the Green Economic System is ＂the Green GDP＂ in a sense of sustainable development,and as well as the output threshold value of national economy. This will play an important role in formulating macroeconomic policy,provide some new ideas to improve the System of integrated Environmental and Economic Accounts and formulate the price and tax policy of natural resource products.
