The implementation strategy of major cultural industry projects has been a new trend at the guidance of industrial policies of the national culture.Small and medium-sized cities may implement the strategy of major cultural project from three aspects,that is,constructing major scientific and cultural industry project libraries, creating a good environment for development,and cultivating and introducing backbone enterprise.
