果洛州“十二五”时期经济社会发展基本思路

Fundamental Ideas on the Economic and Social Developments During the "Twelfth of Five Years" in Guoluo Prefecture

本文在深入分析果洛基本州情及存在问题的基础上,结合贯彻落实中央支持藏区跨越发展以及青海省第十一次党代会及历次全委会精神,按照中共青海省委推动跨越发展、绿色发展、和谐发展和统筹发展的总体要求,提出了"十二五"期间果洛州经济社会发展的总体要求、奋斗目标以及推动果洛州实现跨越式发展和社会长治久安的基本思路、发展支撑和重要举措。

This paper is based on analyzing the fundamental situation of Guoluo prefecture and some existed issues in it , combines with the motifs of the centre government to support the Tibetan areas for leap development ,the eleventh party＇ s congress and all previous of whole commissioners plenary , and in accordance with the general requirement of Qinghai provincial committee to prod the leap development .green development ,harmonious development and overall planed development , put forward an entire request and target for Guoluo＇ s economic and social developments during the ＂twelfth of five year ＂ and the fundamental ideas ,development support and momentous method for urging the Guoluo to realize the leap development and long - term social stability .
