国家物资储备系统承接应急物流总外包模式研究

Study on the Undertaking of Overall Emergency Logistics Outsourcing by the State Materials Reserve System

针对应急管理现状和应急物流环节中存在的问题,指出实施应急物流总外包,能够调节体制机制矛盾、解决应急物资不足、提升应对和处置突发事件能力与效果。国家物资储备系统完全可以整合现有资源,分别承接国家级、省级和市(州)级应急物流总外包,达到有效应对突发事件的目的。

In view of the problems plaguing current emergency management and logistics system of China, the paper points out that overall emergency logistics outsourcing is capable of relieving the structural tension of the emergency reserve system, reducing undersupply of emergency materials, and improving efficiency and effectiveness in dealing with and responding to emergency outbreaks. The state materials reserve system can sufficiently, the paper holds, undertake overall outsourcing of emergency logistics at the national, provincial, and munici- pal levels and achieve the goal of quick response and relief.
