摘要
文章是对我国公众参与立法状况的一个研究,分成三个部分:首先分析了公众参与的理论及规范依据,包括法理依据、宪政依据以及规范依据;其次回顾了我国公众参与的发展状况,并分析了立法中公众参与的特点;最后从公众参与立法的缺失出发,提出了若干完善的建议。
The essay is a study on public participation in legislation in China and falls into three parts：It firstly analyzes the basis of the public participation,which contains jurisprudence basis,constitutional basis and regulation basis;and then reviews the development of public participation in legislation and summarizes the features;lastly,some advice is proposed on the basis of the defects.
