摘要
20世纪60年代中期前,美国政府在保障黑人平等就业方面缺乏作为,黑人在就业领域长期遭受歧视。虽然在内外因素作用下,美国政府通过了《1964年民权法》禁止就业歧视,但该法仍存在一定的局限性。1965年"肯定性行动"的出台,完善了美国的反歧视政策,使其更具有可操作性。"肯定性行动"标志着美国黑人平等就业政策的初步形成。
Before the 1960s, the U. S. government lacked effort to ensure the African American Equal Employment, and the African American have been suffering discrimination. The Civil Rights Act of 1964 forbad employment discimination, but in which there were some deficiencies. In 1965, Affirmative Action was enacted and perfected the anti - discrimination policy. It marked the preliminary, formation of the African American Equal Employment Policies.
