This paper defined the intension and extension of basic medical and health care system,established product model of implementing basic medical and health care system,designed medical services package and basic health care package,and put forward the criteria to evaluate the implementation scheduling.i.e.the paper mainly answered four questions：what is basic medical and health care system,what kind of Basic medical and health care system should be established,how to establish and evaluate the implementation scheduling of basic medical and health care system.
