深圳市福田区慢性病防治院区域社康中心管理的探索 被引量:12

摘要 目的利用有限资源,满足社区群众的健康需求,使社区健康服务效率最大化。方法将地缘相邻的三个社康中心整合为区域社康中心。设置扁平化组织架构,制定区域社康中心管理制度和职责(纵向行政管理),建立九项公共卫生服务责任人工作职责(横向业务管理)。通过纵横交错管理提升区域社康中心整体管理水平及全科诊疗、公卫服务能力。使用现代网络及通讯手段,在运行模式上实行"五统一"。结果人力资源、物资资源和技术资源共享;公共卫生服务质量和全科诊疗数量明显提高,药品比例得到有效控制;居民满意度及年度评估三个社康中心的分值提高;扩大了员工工作空间与成长空间。结论区域社康中心的管理方法值得借鉴。 Objective To make better use of limited resources to satisfy the demand of community residents for health and to maximize the healthy service effectiveness. Methods The three community health centers that were neighbor geographically were combined to assemble a new regional community health center (RCHC). A flat organizational structure was established; the management policy and responsibility of the staff (longitudinal administration management) in the RCHC was formulated; the 9 items of job duties of person in charge of public health service (horizontal business management) were set up. By using the crisscross management, the whole management level of RCHC, ability of diagnosis and treatment in general practice, and public health service ability were increased. A " five in one" mode of operation was also established by using modern network and communication. Results by sharing the human resource, material resource and technology resource among the three community centers, the public health service quality and the quantity of diagnosis and treatment in general practice were obviously increased; the ratio of medication was effectively controlled. At the same time, the community public satisfaction and the evaluation mark of the three community centers were increased ; the opportunities of both work and career development of the staff were also extended. Conclusion The Regional community health center method is a useful reference.
