影响和制约高校科学发展的突出问题既有高校内部的问题,也有高校以外的社会问题,还有表现在高校而实际根源在社会的问题。促进高校科学发展不仅要高校内部查找和解决问题,更重要的是必须从理念观念、体制机制和操作运行等层面认真查找和解决好高校外部的社会问题,为高校科学发展提供良好的外部环境。

The problems that influence and hinder the scientific development of universities involve those of internal universities,the social ones outside universities and those which apparently are related to universities but practically are social-rooted.To speed up the universities＇ development,we should not only find out and solve internal problems from of universities but find out and solve external social problems from the conception,running system and operation in an attempt to provide a good external environment for the scientific development of universities.
