摘要
大学生"村官"制度的实施对于提高农村干部队伍整体素质,促进城乡人才的合理流动,扩大大学生就业渠道,推进社会主义新农村建设,具有十分重大的意义和价值。然而由于大学生"村官"还是一个新兴事物,在实践过程中出现融入现状难,各种待遇差,角色不明确和管理不科学等问题。要在实践中探索成功经验,从精心组织、严格选拔、任职培训,就任后的管理和保障等方面,完善和健全大学生"村官"工作中的各项制度,建立起长效的基层干部培养机制。
It is of great significance and value to carry out the system of college students serving as village officials in China,for it can improve the overall quality of village cardres,promote reasonable brain mobility between city and countryside,expand employment channel for college students and push forward the construction of socialist new countryside.College students serving as village officials is a new thing,therefore there exist such problems as students' being difficult immersing themselves in local culture,low payment,unclear supervisory roles and unscientific management,etc.It is necessary to explore some successful experiences to perfect the system and set up a permanent mechanism of training primary level cardres through careful organization,strictly selecting leading cadres,professional training and employment management and labor guarantee.
