本文针对地市级在科技信息网络和信息资源建设中存在的问题，提出必须优化地市级科技信息网络和信息资源建设的环境，并阐述了在正确思想指导下，如何搞好地市信息基础设施的建设和信息资源的建设、开发和利用。

Aiming at the existed problemes in the construction of Sar information network and resources, this paper points out that the construction environment should be optimized, and expounds how to make the construction development and utilization of information resources as well as the construction of information basic facilities of region-county level.
