We can find long time debates in contemporary China on way of introducing western theory and technology into the oriental country. Many attempts have been found in integration between traditional Chinese values and western technology. The objective of the paper is to explore the way of hospital quality improvement tool development under foundation of traditional Chinese medicine prescription philosophy. The conclusion is the Monarch, the Minister, the Assistant and the Guide lprotocol can be used as oriental value in hospital quality tool localisation and development. The Monarch refers to accessibility and effective- ness of care ; the Minister that serving the Monarch is quality of hospital service structure, process and outcome in every phase of care ; the Assistant is hotpot or current focus of hospital management; the Guide is conditioner for stakeholder agreement. For Chinese hospital quality researchers and managers, the protocol could be applied in tool localisation for purpose of improving applicability of western techniques in China.
