摘要
北约介入阿富汗战争是其"走出地区"实践"全球化"职能的一次大规模行动。北约联军现已深陷阿富汗战争泥潭,急欲寻找出路。然而,尽管北约成员国正按盟主美国的"退出战略"积极行动,试图采用政治、经济、军事手段并举的方式,在完成战略安排后从阿富汗"全身而退",但阿富汗问题已经积重难返,不可能在短期内解决。北约联军在阿富汗的民心取向、阿富汗政府的治理能力、阿富汗安全部队的素质,以及北约在阿富汗的撤军时间表及相关的"过渡"性安排,均存在不利因素或不确定因素,这使得北约联军的阿富汗战争将无取胜可能,只是争取体面撤军问题。
NATO's involvement in Afghan War is a massive 'out-of-area' operation for practicing it's function of 'globalization'. Since NATO allied forces has been caught in the mud in Afghan War,it's eager to find the way out. However,NATO's European members are conforming to America's 'exit strategy',trying to exit from Afghanistan after complete strategic arrangement in this country by taking political,economic and military measures simultaneously. But it is difficult to get rid of deep-rooted practices of Afghan issue in short time. There are many negative or uncertain factors for NATO allied forces such as the inclination of Afghan popular feeling,weak governance ability of the Government of Afghanistan,battle effectiveness of ANSF,timetable of NATO allied forces withdraw from Afghanistan and relative 'transition' arrangement,which imply NATO allied forces' Afghan War will not be win in the future. Thus,the best result for NATO allied forces is to withdraw from Afghanistan gracefully in the next few years.
