从基层信访看利益表达的途径——以Z县的基层信访状况为例

On the Means of Interest Expression Based on the Grass-root Petition——Taking Z County's Grass-root Petition as an Example

对信访的研究多从制度主义的角度出发,探讨信访制度的利弊,但对信访行为的分析还不够成熟,因此本文主要采用行为主义的研究方法对基层信访进行分析,由实例出发,在利益表达途径理论研究的基础上,分析了基层信访在利益表达途径方面的作用与问题,探索了问题的根源,提出了畅通利益表达渠道以增强基层信访有效性的途径和方法。

There are a lot of researches on the petition to explore the pros and cons of the petition system from the perspective of institutionalism, but the research from the perspective of behaviorism is not mature enough. So this article mainly uses behavioral research methods for the analysis of grass-root petition. Based on the investigation of Z County＇s complaint, this article analyzes the characteristics and problems of China＇s current grass-root complaint with the interest articulation theory. And then it argues the reasons why these problems cause and how to improve the ways for interest expression and enhance the effectiveness of grass-mot complaint.
