In order to solve the decentralized management problems of science and technology projects and results, enhance the science management level in china tobacco industry, this paper introduced a tobacco sicence and technology manmagement system based on J2EE, it also describes the module structure and main functions of all sub-systems and key techonlogy in the process of system implementation. The System is safe, convenient, flexible and practical.
