中小企业融资与民间资金对接渠道建设研究——基于民间融资资金管理体制的分析与思考

A Study of the Connecting Channel between SME Financing and Private Funds:Analysis and Reflection on the Fund Management System of Informal Financing

中小企业作为国民经济发展的主体力量之一,融资难一直是这一群体持续发展的制约因素。然而一边是中小企业对资金的大量需求,形成严重的"资金饥饿症",一边则是巨额民间资金在寻找投资渠道。本来资金供需主体有着共同的发展目标且功能上又有较强的互补性,但实际经济活动中,资金供需成功率十分低下。虽然政府也出台了一些政策旨在促进供需合作,但收效甚微。作者认为,当前进一步深化民间资金管理体制改革是解决这一问题的有效路径。

As one of the main forces of the national economic development, small and medium-sized enterprises are always faced with the difficulty in financing, which is hindering their sustainable development. However, on one side, with great demand of fund the SMEs have caught the serious disease of ＂fund starvation＂ ; on the other side, large amount of private funds is seeking investment channels. In nature, both bodies of the supply and demand have the same development targets with stronger complementarity; but in real economic activities, the rate of success in fund supply and demand is very low. Although the government has released some policies to promote the cooperation between the two sides of supply and demand, yet fewer achievements have made. The authors believe that at present further deepening the reform of the informal fund management system will be an effective way to solve this problem.
