摘要
目前,我国正处于突发公共事件高发时期,数字预案的研究对最大程度地预防和减少突发公共事件及其造成的损害,保障公众的生命财产安全,维护国家安全和社会稳定具有重大意义。基于责任矩阵分析方法RMA(Responsibility Matrix Analysis),采用B/S(浏览器/服务器)架构,设计开发了应急预案的一致性评价系统。通过需求分析、概念设计、逻辑设计和物理设计,以ASP+SQL Server 2005作为开发工具,编程实现了在人机交互的友好界面上对应急预案进行快速检索、查看、评审、添加、修改、删除等操作,依据一致性评价准则,分析待评价应急预案的责任矩阵,给出待评价应急预案的不一致度及其需要加强和完善的方面,为制定或修订应急预案提供软件系统支持。
Nowadays it is just the high incidence period of public emergency events in our country.The study on digital predetermined plan plays a significant role in farthest preventing and reducing public emergency events and the damages brought about thereof,safeguarding the life and property safety of the public as well as defending national security and maintaining social stability.Based on the Responsibility Matrix Analysis,using B/S architecture,in the paper a consistency assessment system for digital predetermined plans is designed and deve-loped.Through needs analysis,conceptual design,logic design and physical design,and using ASP+SQL Server 2005 as the developing tool,the system is programmed to realise on friendly interface of human-computer interaction the operations of the emergency pre-plans including fast retrieval,lookup,assessment,addition,modification and deletion,etc.Based on the consistency assessment criteria,the responsibility matrix of emergency pre-plans to be evaluated is analysed,and the inconsistency of the evaluating pre-plans and the areas that need to be strengthened and improved are given,these provide software system support to the formulation or revision of emergency pre-plans.
