摘要
本文主要运用美国科学情报研究所(ISI)最新的高引数据库(ISI Highly Cited)1981年到2008年间收录的6466名研究者的调查数据,通过比较分析方法,探讨了培育我国高校和谐学术生态、促进基础研究创新人才成长的策略。研究发现我国高校基础研究创新人才成长学术生态环境中存在以下问题:基础研究领域缺乏以杰出科学家为核心的人才集群;缺乏一流的基础研究创新人才培养与成长基地;高校缺乏基础研究人才自由流动的学术环境;高校基础研究人才常常身陷事务性工作,但学术权力较小。据此,本文提出培育有利于高校基础研究创新人才成长的学术生态环境的政策建议。
By analyzing 6516 researchers' research data during 1981~2010 from ISI Highly Cited;this paper explores the strategies on cultivating harmonious academic ecology in Chinese universities and promoting the growth of innovative talents in basic research.The research has found that several problems exist in the academic ecology for the growth of basic research innovative talents in China: lacking the talent clusters lead by the outstanding scientist;lacking the first-class training and growing base for the innovative talents;lacking the academic environments for talents' free flowing;and the talents are often caught in transactional work with less academic power.According to these findings,this paper proposes some suggestions to cultivating harmonious academic ecology in universities,which is in favor of the growth of innovative talents in basic research.
