摘要
文章以卫生公平性理论为基础,分析了我国卫生发展中存在的影响卫生公平的政策、制度和体制机制等问题,认为我国在卫生资源配置、卫生筹资和健康保障制度的建立等方面存在严重的不公平性,从而导致了人群健康的不公平性。为此,提出了在新的医药卫生体制改革中,应该建立基于绩效评价的政府投入机制,合理解决医务人员的待遇,完善村卫生室的管理体制与运行机制,加快卫生立法,以此保证《深化医药卫生体制改革的意见》的落实,实现"人人享有基本医疗卫生服务"目标。
Based on health equity theory, problems of policy, system and mechanism influencing health equity in Chinese health services development were analyzed. It can be concluded that, serious inequity existed in health resources allocation ,health financing and health insurance system, which had led to health inequity among different populations. Therefore, some policy suggestions were put forward,including establishing a performance-based government input system, formulating rational standard for health employee's income ,improving village clinics' administrative and operative mechanism, and speeding the health legislation in the new health and medical reform,thus the Opinions of Deepening the Health Care System Reform can be carried out,and the objective to "basic health care services for all" can be achieved.
