摘要
目的:了解我国乡村医疗卫生队伍执业资格管理和待遇保障情况,发现并解决问题,以提高乡村医生工作的积极性和队伍的稳定性。方法:通过文献法、现场问卷访谈法等方法,对上海、重庆和湖北三个县172名乡村医生的执业现况进行了全面调查,运用WPSS13.0统计软件对数据进行处理和分析。结果:乡村医生执业资格管理存在执业资格准入门槛过高,乡村医生资质和水平相差较大等管理缺陷,乡村医生待遇无法保障。建议:完善执业(助理)医师考试制度,建立和完善乡村医生培训制度,加强监管力度,以政府购买公共卫生服务的方式合理解决乡村医生待遇及基本社会保障问题。
Objective :To investigate the issues on management of licensed qualification and insurance for village doctors, and explore the solution to ensure village doctors' enthusiasm and stability. Methods :The status of 172 cases of village doctors practicing in Shanghai, Chongqing and Hubei was surveyed by literature review and field interviews with questionnaire. Resuhs:There had overhigh requirement on admittance for the village doctors' qualifications. And there had difference in qualifications and abilities among village doctors. It was very hard to ensure their income. Conclusion : It is necessary to improve the examination system for certified doctor, establish and consummate the training institution for village doctors, and strengthen supervision by the government. Basic social insurance for village doctors can be ensured by the government purchasing public health services.
