"十一五"期间是我国经济发展过程中的重要时期。作为国民经济重要组成部分的电力、电信、民航、铁路、邮政等垄断产业在"十一五"期间取得了长足发展。"十二五"期间我国垄断产业主要从运营模式、竞争模式、产权模式、治理模式、规制模式等方面进行改革。"十二五"期间应把放松规制作为改革的方向,由相对独立的权威综合机构统一推进改革,采取"整体渐进式"的改革模式和路径,使垄断产业改革取得阶段性突破。

The period of ＂Eleventh Five-Year Plan＂ is an important period of China＇s economic developing process. Power, telecommunications, civil aviation, railways, postal and other monopolistic industries, as the important components of national economy, have made considerable progress during the period of ＂Eleventh Five-Year Plan＂. During the period of ＂Twelfth Five-Year Plan＂, monopolistic industries in China mainly reform in the operation mode, competition mode, property rights mode, governance mode, regulatory mode and other aspects. We should make relaxing regulatory as the direction of reform, promote reforms by the independent integrated authority and carry on ＂overall gradual＂ reform model and path to achieve substantive breakthrough in the reform of monopolistic industries.
