Thinking on the formulation of the "Yellow River Law"

分析现行水法律在流域管理适用上存在的问题,分析黄河流域管理的特殊性,探讨"黄河法"的性质及其在水法律体系中的定位,从而阐明制定"黄河法"的必要性和合理性,并就"黄河法"与水法律体系中几部主要法律的衔接问题作简要阐述,提出推进"黄河法"立法的建议。

The problems of existing water law in the application of watershed management are discussed and the specificity of the Yellow River basin management is analyzed. The position of the ＂Yellow River Law＂ in the water legal system is discussed to clarify the development of the law is necessary and rational. The convergence of several major issues for ＂Yellow River Law＂ and the legal system of water law are briefly discussed and suggestions on promoting the legislation of ＂Yellow River Law＂ are proposed.
