农村水库移民社会养老保险制度探讨

水库移民因为工程建设征地而丧失了赖以生存的土地,生产生活失去保障,生活水平恢复和发展面临巨大挑战。农村水库移民社会养老保险可作为国家建立并实施的社会保障制度和移民安置方式之一。通过对农村水库移民的社会养老保险制度的探讨,提出了水库农村移民社会养老保险设计的理论基础、影响因素、原则,对水库移民养老保险对象和需求进行分类,分析了养老保险金给付标准影响因素和养老保险金资金来源,讨论了养老保险基金的管理、运营、监管体制。

Due to the loss of land and security of production and living in land acquisition in project construction, the reservoir resettlement face great challenge of recovering production and livelihood. Social welfare system for rural reservoir resettlement, being a key measure of implementing social security system, can he used for migration resettlement management. The basic theory, influential factors and principle designed for social welfare system for rural reservoir resettlement are worked out. The objects and needs of social welfare system for rural reservoir resettlement are classified. The influential factors for determining payment standard of retirement pension and sources of funding are investigated. The management, operation and supervision of retirement pension funds are discussed.
