建立国际小水电标准的思考与建议

Thinking and suggestions on establishing international standards for small hydropower

相比国际标准和其他国家,我国有世界独有的比较完整的小水电标准体系。发达国家小水电标准都采用美国、欧洲和国际组织的标准;除了少数发展中国家有自己的水电标准外,其他发展中国家基本上没有自己独立的水利水电标准体系,而直接套用发达国家的标准。国内外小水电标准在标准体系和编制思路、标准的技术要求、标准名称和约束力及标准时效等方面差异明显,至今还没有小水电行业独立的规程规范系统。我国在丰富和完善自己的小水电技术标准的同时,开展小水电标准国际化工作应及时提上日程。

Compared to international standards and other countries, China has the world＇s unique standard of relatively complete system of small hydropower. Most standards are developed by small hydropower in United States, European and international standards organizations. A few developing countries have their own hydropower standards while other developing countries have no standards for their own independent system of water conservancy and hydropower. They directly apply the standards of developed countries. Domestic and international standards for small hydropower in the standard system and the preparation of ideas, technical requirements, criteria binding upon the name and time difference are so obvious and in domestic it has not yet been an independent small hydropower industry standards and regulations system. Enrich and improve our own technology standards in small hydropower and the work of international standards for small hydropower in our country should be carried out in time on the agenda.
