我国信息政策体系结构研究

信息政策是国家实施宏观信息管理的行动指南和行为规范,是我国信息化进程的重要保障。在目前尚无权威的信息体系框架的背景下,本文着眼于信息政策的宏观体系框架,以现有的信息政策数据为基础,选取北大法律网这一数据全面且权威的法律网站作为数据来源,首先以现有的理论框架为基础确定一级领域,然后对数据进行聚类分析,并参照《中国分类主题词表》扩充关键词并规范用词,确定二、三级领域。最终提出一种具有三级层次关系的信息政策体系框架。本文的研究成果旨在找出信息政策制定和研究过程中的盲点,并对规范信息化进程提供参考。

Information policy is the guidelines and standards in implementing macro information management,and is the essential guarantee of the informatization process in the country.Under the background of no authoritative information policy framework,this paper focuses on the broad domain system framework of information policy.Based on the collected data of information policy,we scrape data from China Law Info Website and optimize them.After that,we confirm the first level of information policy framework,and then do clustering analysis and reference to Classified Chinese Thesaurus,to propose the second and third level of information policy framework.In the end,the paper proposes a domain system framework of information policy with three-class hierarchies.The framework is used to figure out the blind points of information policy construction and research to regulate the informatization process.
