国外发展低碳经济的经验及对我国的启示

The Revelation from the Experience of Low-carbon Economy Development in Foreign Countries

全球环境日益恶化,如何处理好经济发展与资源利用、环境保护之间的关系,已成为全世界关注的焦点。本文通过研究英国、美国、德国、意大利、日本、巴西、印度等国发展低碳经济的经验,结合我国目前经济发展的现状,认为我国未来经济发展的走向是发展低排放、低能耗、低污染的低碳经济。政府应制定一系列有利于低碳经济发展的政策及法律法规,促进低碳经济相关技术的研发和创新,加大对新兴能源和可替代能源的研究力度,实现由资源优势向经济优势的转化,促进我国经济持续发展。

The global environment is deteriorating nowadays.How to deal with the relationship between the economic development,utilization of resource and the protection of environments has become the focus of world.Combined with the current situation of the economic development of China,the paper studies the low-carbon economy experience of the UK,USA,Germany,Italy,Japan,Brazil and India.The trend of China's future economic development is to develop low-emission,low energy consumption,low pollution,low-carbon economy.Our government should formulate a series of policy and the laws and regulations,promote technique research and develop low-carbon economy,at the same time enlarge the emerging energy and alternative energy research to develop low-carbon economy and achieve the transformation from resource advantages to economic advantages.
