摘要
论文探讨如何在我国公共图书馆立法过程中落实科学发展观。"以人为本"原则的实践主要体现图书馆用户权利的保障和图书馆服务方面;"全面、协调"原则的实践主要体现在统筹图书馆与相关机构之间权利与义务关系、理顺图书馆法与其他法的关系;可持续发展的原则主要体现在图书馆法的可持续操作性与图书馆事业的可持续发展方面。
This paper discusses how to implement the scientific concept of development in China public library＇ s legislative process. ＂People-oriented＂ principle is mainly reflected from the practice of protecting the rights of library users and library services. ＂Comprehensive, coordinated＂ principles are embodied in the co-coordinating relations between the main library and relevant agencies and the co-coordinating re- lations of Library Act and other laws. Sustainable development principle is mainly embodied in the sustainable interoperability of Library Law and the sustainable development of library.
