摘要
义务教育教师交流制是一项促进义务教育优质教师资源均衡配置的制度安排。伴随刚性教师交流制实施,各地出现了政策执行不力和失效问题。义务教育教师交流制面临实践和现有法律的双重约束。要使义务教育教师交流制度更合理,从长远来看,需要从法律上确立教师公务员身份;从近期看,需要建立柔性的教师交流制度。
The teacher exchange system for compulsory education is an institutional arrangement that promote balanced disposition of teacher resources of high quality for compulsory education.With the implementation of rigid teacher exchange system,issues such as ineffective implementation and policy failure have appeared in various regions.The teacher exchange system for compulsory education now faces dual restraints of practice and existing laws.To make the teacher exchange system for compulsory education more rational,legally establishment of the orderly status of teachers is needed in the long run,and the establishment of flexible teacher exchange system is needed in the short term.
