Layout and construction of China＇ s international finance center are of the great significance of servicing the realization of China＇ s national strategy and promoting the financial reform and opening up for China. However, constructing international financial centers also faces kinds of risks, such as financial turbulence caused by hasty financial liberalization, harms on economic development caused by financial bubbles, the fast and easy contagion of world financial breakdown into domestic markets, which are the risks needed to be focused. In order to attain these ,we should follow the prerequisite that the risks from financial reform and opening up must be controllable, adhere to the bottom line that finance development is attached to the real economy and grasp the fundamental purpose that the international financial center is to serve the domestic development As long as we stick to the general principles for China to construct the international finance centers, China will benefit from the advantages of financial centers and also avoid the relevant risks, both of which are helpful for maintaining the financial security of China. Taking multi -centers as the strategic option and choosing Shanghai, Hong Kong and Beijing as the target cities are consistent with the overall strategic interests of China,and also comply with the status quo of China＇s economic and financial development.
