作为一项新政策,新型农村社会养老保险无论是制度设计本身还是制度的运行都存在一些亟待解决的问题,影响新农保制度的健康运行和可持续发展。对河南省五个新农保试点地区的抽样调查显示,搞好政策宣传工作、制定合理的缴费标准、加大政府补贴的力度、提高养老金待遇水平、提高公共投入的效率、加强监督管理、加快农村社会养老保险的立法步伐,是解决问题、推进新农保试点工作的关键所在。

As a new policy, new rural social endowment insurance system still has some problems demanding urgent solution. If the problems were ignored, the efficacy of safeguard of this policy would be lowered or the target of policy would be deviated, the sound operation and the sustainable development of new rural endowment insurance would be affected. According to the sampling survey in the five pilot areas in He Nan province, It is the key on promoting the pilot work of new rural social endowment insurance system that doing the policy publicity and making reasonable payment standard and increasing the financial expenditure and improving treatment level on pension and improving the efficiency of the financial expenditure and strengthening supervision management and promoting legislation on rural social endowment insurance.
