摘要
我国的探矿权申请人资质条件的政策规定对探矿权申请人资质条件要求过于宽松,使矿产资源勘查准入门槛过低,给探矿权管理造成一系列问题,不利于找矿的突破。近年来,国家和地方就规范探矿权申请人资质条件进行了探索,应在总结各地实践经验的基础上,完善探矿权申请人资质条件的政策,包括完善探矿权招拍挂出让参与的资质管理,依据不同矿产细化探矿权申请人的资质条件,依据不同勘查区域细化探矿权申请人资质条件等,以促进矿产资源向优势企业集中,加快促进勘查资本与技术融合,优化资源配置。
The policy on qualification of the applicants of mineral exploration rights is so loose that the threshold for mineral exploration entry is too low,which create a range of issues to the management of mineral prospecting rights.In response to this,the paper offers some suggestions,these include: improving the qualification management for the participation in the transfer of mineral prospecting rights through the procedure of bid,auction and listing;refining the qualifications of the applicants of mineral exploration rights according to different minerals and different exploration regions;thus promoting mineral resources to converge toward superior enterprises,speeding up the integration of capital and technology for exploration,and optimizing the allocation of resources.
