公共经济学的发展动态分析

Dynamic Analysis of Public Economics Development

本文梳理了西方公共经济学的缘起及其演进,分析了公共经济学在中国的兴起和发展。对于以政府为中心的公共经济问题、公共政策问题的研究,必将成为中国新时期经济学研究的重心和枢纽。笔者认为,未来中国公共经济学应着重研究以下一些重要问题:政府、市场的边界和效率;最优税收理论与税制改革和设计;公共预算管理;公共产品供给和选择;社会保障、教育、卫生、环境问题;收入再分配问题;公共产权和集体产权;公共规制和公共定价;公共经济政策的分析和评价;公共危机与突发事件管理;等等。

This paper analyzes the origin and evolution of western public economics, and its rise and development in China. The research of public economic problems and public policy as the center of government will surely become gravity and hub of economics research in new period. This paper hold that the future of Chinese public economics should focus on the important problems as follows： border and effi- ciency of government and market; the optimal tax theory and reform and design of tax system; public budget management; public products supply and choice; social security, education, health and envimnmenlal problems; income redistribution problem; public property and collective property rights; public regulation and public pricing; public economic policy analysis and evaluation; public crisis and emergencies management and so on.
