社会政策研究的新面向：公正、多元、关系与适度--近十年来我国社会政策研究述评

The Research Aspect of Social Policy:Modern Justice,Multi-subject Participation,Social Relationship and Moderate Level:A review on the development of social policy in the latest ten years

伴随着经济社会的转型,和谐社会目标的确立,社会政策的地位和作用也在日益凸显,它逐渐成为学界关注的焦点之一,中国社会科学界围绕着社会政策做了大量的研究。从研究切入点上看,主要有社会公正、社会价值、工具理性和阶段论等视角,其研究成果也主要集中在政策取向、政策任务、政策主体以及发展阶段等方面。在理论梳理和实践现状相对比的基础上,笔者指出目前研究还存在忽略文化因素、重文本轻实践、重政策前后比较轻现存政策消极后果分析等方面的局限。

Along with the transformation of economy and society, and the goal setting of harmonious society, the role of social policy is becoming more and more implicit, and becoming one of the focuses of academia. Chinese social science researchers have made many researches about social policy. Their research perspectives are mainly social justice, social value, instrumental rationality, stage theory and so on, in addition, their research focuses mainl~~ on policy direction, policy task, policy carrier, develop- ment stage. By the comparison of theory and reality, this paper points out that the present research still have many drawbacks such as ignoring the cultural factors, emphasizing social policy text but ignoring practice, paying attention to the comparison of different period of social policy but overlooking the negative outcome of the present social policy etc.
