2008年度我国医疗服务费用结构分析

Analysis of the Compensation Structure of the Fee for Medical Care Services of China in 2008

利用我国历年卫生统计年鉴提供的数据,采用率比分析方法,从机构、项目和资源结构分布描述我国医疗费用的使用现状,发现我国医疗服务主要由综合性医院和公立机构提供;医疗机构补偿则严重依赖药品、检查和财政补贴,探索了这种交叉补贴方式引起"看病难、看病贵"的机理,认为要完善补偿机制,发挥医疗保险第三方的监管作用是重要措施,改善和增加财政投入,发挥政府调控作用是重要保证,促进医疗传递系统分工协调,改变医患双方医疗行为,改善服务提供是根本途径。

Through using the data of Health Statistics Calendar of China and rates analysis methods, from institutions, projects and resources structure, which describe the distribution of medical care costs, it is discovered that medical services in China are mainly pro- vided by general hospitals and public agencies. Medical compensation is heavily dependent on drugs, checks and financial subsidies. The mechanism of ＂difficulty and expensiveness of medical care＂ caused by cross-subsidies is explored. It is considered that, improving compensation mechanisms and playing the third party monitoring role of insurance is an important measure ; increasing financial in- vestment and improving government regulation are important guarantee ; promoting division and coordination of health care delivery system, changing doctors and patients medical behavior to improve the serviee provision are the fundamental way.
