基于数据包络分析的我国31个省市医疗卫生服务效率评价

Evaluating Efficiency of Health Services of 31 Provinces and Cities in China Based on DEA Model

目的:对2009年我国31个省市医疗卫生服务的相对效率进行评价,分析造成某些省市相对效率较低的原因并提出建议。方法:文献研究法、数据包络法及统计学方法。结果:31个省市中,平均总体效率值是0.985,总体有效省市24个,非总体有效省市7个,分别占被评价省市的77.42%和22.58%。结论:非总体有效的7个省市存在着资源浪费或产出不足、规模不合理等情况,需加大政府投入并加强区域卫生规划实施力度,改进管理水平,合理调整医疗卫生资源规模。

Objective：To evaluate the relative efficiency of health service in 31 provinces of China in 2009,to analyze the reason and provide some suggestions for the lower efficiency provinces.Methods：The literature research,data envelopment analysis and some statistical methods were used to analysis.Results：The average efficiency value was 0.985 in 31 provinces and cities.The health services were efficient in 24 provinces and non-efficient in 7 provinces,which accounted for 77.42% and 22.58% perspectively.Conclusion：The policymakers in the non-efficient health services province should implement regional health planning to optimize health resources allocation and to improve the efficiency of health services.
