摘要
长期以来,"住院难、手术难"的现象一直没有得到很好地解决,在城市大医院尤为突出,原因固然很多,然而平均住院日过长是其重要原因之一。医院在保证医疗质量的前提下缩短平均住院日、加快病床周转次数,可有效地利用卫生资源,提高医院效率与效益。本文以北京大学第三医院为例,系统地分析了平均住院日政策的确定及意义。指出,大型综合性医院在政府投入不足等客观条件限制下,加强内涵建设,提高运行效率,以通过缩短平均住院日提高医院整体运行效率,可使医院在实现资源成本最小化的同时,减少病人直接和间接费用,同时亦可使医院综合效益最大化,并使有限的卫生资源得到更加充分的利用。
The unaffordable of hospitalization and operation is agelong which partly result from too long of average length of stay and still has not well solved, especially in large scale hospital. Based on the precondition of assuring medical quality, shortening average length of stay and improving bed turnover can effectively use health resources and promote hospital efficiency and benefit. Peking University Third Hospital as an example. the policy making and its means of shortening average length of stay is analyzed. With the limitation of poor goverument input in tertiary hospital, strengthening connotation construction and improving operation efficiency can shorten average length of stay and promote hospital total efficieuey, thus can achieve the goals of minimize the cost of hospital resources and reduce patient direct and indirect expenditure as well. Hospital total benefit will be maximized and the limited health resources will be full used.
