迁都:引领中国发展的战略转型

Moving the Capital: Leading the strategic transformation of China’s development

本刊首席经济学家沈晗耀日前在接受记者采访时,曾提出"迁都"中部地区的建议。一时间多家电视、报刊媒体争相报道,在网络搜索引擎中键入"迁都沈晗耀",相关新闻多达12700多项。其中大多认为,沈先生提议"迁都",目的是为了解决北京的"堵车"等相关城市病。但在接受本刊采访时沈晗耀指出,解决北京城市病只是他提议"迁都"的"副产品",迁都对于中国未来的发展,有着更为深远的战略意义。为此,沈晗耀先生和邵律先生为本刊撰写了专稿。

Since the 1978 reform and opening up,China's economy maintained a rapid growth of more than 30 years,having made remarkable achievements.However,with rapid economic development,problems like environmental degradation,regional economic development imbalances,excessive dependence on foreign issues and so on gradually emerge and affect the quality and sustainability of China's economic development.This paper argues that,a new capital should be built at the central and western North and South connecting hubs to serve the law of the market economy 'policy pull ' and fundamentally change the distribution of imbalance in China's productive forces.Specific location can be the Yangtze River zone or the central region,where should be larger space for development of ecological capacity,adequate supply of resources,low population density,and suitable climatic conditions.Wuhan is a good choice,but it is already a big city,moving the capital here is bound to result in greater pressure on it,and its development space is very small.So now the new capital location should be a small,yet forming city.Two hundred miles away from Wuhan,Yueyang,Hunan,or Xinyang would be good choices,which can form the Twin Cities pattern with Wuhan.The new location has a variety of conducive natural conditions whick are helpful to build the new capital a world- class,high-quality city.
