论农村公共产品的多元供给主体——基于多中心治理理论

On Diversified Suppliers of Rural Public Goods——Based on Polycentric Governance Theory

农村公共产品的供给是新农村建设的基础和关键环节。农村公共产品供给的弊端不仅影响着农村经济的发展,而且直接制约了农村的各项改革。笔者认为农村公共产品供给的缺陷直接折射出农村公共产品供给机制的不合理,本文在以多中心治理理论为视角,在回顾相关理论研究的前提下,分析目前农村公共产品供给中存在的问题,探讨农村公共产品多元供给主体体系的构建。

The supply of rural public goods is the foundation and the key link of new rural construction.The corrupt practice of rural public goods supply not only affects the development of the rural economy,but also directly restricts the rural reforms.The author thought that the defects of rural public goods supply directly reflects the unreasonable supply system of rural public goods.Based on the theory of polycentric governance,the author discussed the existing problems in rural public goods supply and the construction of diversified suppliers system.
