摘要
中国的国企改制使职工的身份和地位发生了实质性的变化。下岗失业工人急剧增加,在岗工人利益受损,工人地位明显下降。诸多问题的症结源于对劳动力产权的漠视。国企改制在给资方提供足够发展空间的同时,也必须在产权上给劳动者合理的制度安排。制度化的民主协商是劳动力产权实现的利器。
The transformation of SOEs in China has changed their workers' identity and status essentially.Laid-off workers increase sharply,on-guard workers' benefits are damaged and the status of workers drops down.The sticking point of these problems is rooted in disregarding of labor property.right.While capitalists are provided enough developing space during transformation of SOEs,labors also have the rights to claim resonable institution arrangement of property right.Institutionizing democratic negotiation is the weapon to actualizing labor property right.
