中国银监会发布的《银行业金融机构国别风险管理指引》明确要求下一步将严格对金融机构国别风险进行监管,加上近几年国际上接连发生的国别风险事件,我国建立商业银行国别风险管理预警机制实属必然,且十分必要。因此,在分析引发国别风险因素的基础上,探索商业银行国别风险的预警指标、管理方法和应对措施则是当前各家跨国商业银行加强国别风险管理首要任务。建立商业银行国别风险管理预警体系,需要注意以下方面:注重国别风险静态与分析前提下的动态变化;实现国别风险单一地区评估下的跨域比较;建立国别风险信息国内协调下的海外交流;强化国别风险对内监管机制下的对外监测;加强国别风险内外环境变化下的技术升级等。

Country Risk Management Guidelines for Banking Financial Institutions released by the China Banking Regulatory Commission specifically requires that the next step will supervise strictly the country risk of financial institutions. Due to the international country risk events occurred in recently years, it is inevitable and necessary for our commercial banks to establish country risk management of early warning mechanism. Therefore, on the analysis of ingredient in country risk, exploring early warning index, management and countermeasures of commercial banks＇ country risk management is the most important task of strengthening the country risk management of all multinational commercial banks.
