双轨模式:共和行政的制度建构——公民治理模式再造

Dual Mode:System Structure of Republic Administration——Rebuilding the Mode of Citizen Governance

渗入共和精神的公民治理理论,建构了公民参与社区共同体治理的制度结构,但其不足也使得它只是共和行政的制度雏形。共和行政在此基础上建构双轨模式:一是公共领域作为非正式的共和行政的意见网络,构成共和行政有创造力的民主基础;二是共治结构作为正式的共和行政的意志权威,构成共和行政有约束力的制度保障。这两个方面相互补充、相辅相成,共同促成共和行政的制度实现,从而既克服公民治理理论的内部困境,又解决民主与效率相矛盾的历史难题。我国长期革命和建设中的公共行政正是建立在双轨模式之上的,共和行政是中国特色公共行政的必然选择。

The citizen governance theory with the spirit of republicn constructs the systematic structure by which citizens participate in community governance.However,it is only a general framework of republic administration.The republic administration builds a dual track mode on the basic of it. One is the public sector,the informal network of suggestion,which is the creative democratic basis of the republic administration. The other is co-governance structure,the formal will authority,which builds the binding security system for republic administration. The two parts complement each other,which promote together republic administration to come true.And then the inner trouble of citizen governance could be overcome and the conflict of democracy and efficiency in history can be solved. The long-term revolution and construction of public administration in our country is just based on the dual mode and republic administration is the inevitable choice of the Chinese characteristic public administration.
