腐败与财政支出的地区发展效应研究

Study on Corruption and Expenditure Effect of Regional Development

财政支出特别是转移性支付支出有力地促进了地区发展,但是腐败对财政支出尤其是转移性支付支出的发展效力存在显著的侵蚀作用;由于腐败带来的寻租净效益更大,落后地区通过腐败行为在一个非效率的路径上缩小了与发展水平较高地区间的发展差异。因此,应加强预算约束,规范财政支出使用和执行程序,调整财政支出内部结构,加强落后地区的行政制度环境建设。

Through debating and confirming the theoretic relationships among expenditure,rent-seeking motive and regional development,this paper builds a regional development index containing three factors：economic,education and health.Then it designs an econometric model to find out the real mutual concerns between corruption,expenditure and regional development.The results show that：regional development is strongly enhanced by financial expenditure,especially the transfer expenditure,but corruption obviously erodes the policy effects of expenditure,particularly the transfer expenditure.As the net rent-seeking gains obtained by irregular mechanism is much higher,the less developed areas shorten the development gap though an inefficiency channel.Based on the above study,we suggest that expenditure execution should be standardized;the inner compositions of expenditure adjusted and enforce the building of bureaucratic institution in the less developed regions.
