撒哈拉以南非洲农村教师流失:问题与对策 被引量:4

The Loss of Rural Teachers in Sub-Saharan Africa: Problems and Countermeasures

摘要 撒哈拉以南非洲的农村教师流失表现为显性流失和隐性流失两种形式,这些流失既是经济、社会、文化、教育等多方面城乡差异引发的结果,也是政策管理方面缺乏有效调控使然。为了有效改善撒哈拉以南非洲农村教师流失的现状,需要建立更完善的教师管理体制、实施更有效的激励政策、实行更精细的学校管理、搭建更好的专业发展平台、加大农村师资储备,并健全农村教师健康保障体系。 The rural teachers' loss in Sub-Saharan Africa are represented by two categories,explicit loss and implicit loss,which can be caused not only by the differences between urban and rural areas in many aspects like economy,society,culture and education,but by the lack of effective regulation and control in policies and administrations as well.In order to improve the current situation of rural teachers' loss in Sub-Saharan Africa,it is necessary to establish more complete system for teachers' administration,to implement more effective encouraging policies,to carry out more painstaking school management,to construct better platform for professional development,to amplify rural teachers' repertory and to strengthen the health insurance system for rural teachers.
