摘要
黑龙江省农科院水稻所在科研和管理工作中不断创新管理机制,通过引入竞争机制,促进了研究所的发展与和谐;通过制定出台激励和约束机制,提升了科技创新能力。同时,水稻所将人才作为立所之本,坚持"走出去与请进来"、"传帮带"等人才培养之路,加强和完善了人才队伍建设。实践证明,机制创新和科学管理是研究所科研与成果转化工作的重要保障。
Rice Research Institute of Heilongjiang Academy of Agricultural Sciences, in the course of management of researches, innovated its management system and promoted its growth and harmony by introducing a competitive mechanism. On one hand, it has formulated an incentive and disincentive mechanism to help promote innovations; on the other hand, it has insisted on a people-centric policy. Through "going out and coming in" and "learning by doing", a talent team has been built, strengthened and improved. Practices indicated that innovative mechanism and scientific management are important guarantees for research activities and eventual commercialization of any research results.
