构建亲民政府是政府建设的重要内容,是马克思主义人民是历史的创造者原理的必然要求。构建亲民政府必须牢固树立为民理念,始终保持同人民群众的血肉联系,切实破除"官本位"思想、"权力本位"思想和政绩工程,以务实的作风、诚信谦和的态度取信于民。不断深化政治体制改革,转变政府职能,制定科学、公平、公正的制度和政策,不断完善领导方法和工作方法,使工作更符合实际,更有成效。必须不断拓宽民意表达渠道,了解民意,化解民怨,建立民怨舒缓机制。充分保障人民参与管理国家和社会事务的权利。

Building close to people government is an important part of the government construction,and an inevitable requirement of the theory that Marxism people are the creator of history.To built the close to people government,the philosophy of serving people must be firmly established,a flesh-and-blood relation between people and the government should be always maintained,＂official standard＂,＂power standard＂ and achievement project should be effectively eliminated,and the practical and pragmatic work style as well as the honest and modest attitude should be acquired to attain people′s trust.The deepening of political system reform,transformation of government functions,formulation of scientific,fair and just system and policy,and constantly enhancement of the leadership and working method should be attached tremendous attention to so as to improve the government′s practicability and efficiency.The channels for the expression of public opinions must be constantly broadened for the purpose of understanding and redressing public grievance,as well as establishing grievance relieving mechanism.People′s right of participating in the administration of state and social affairs should be fully guaranteed.
